A surrogate parent is an individual appointed to act on behalf of a child with disabilities when the child's parents are unknown, unavailable, or when the child is a ward of the state. This person makes educational decisions to ensure the child's rights are protected under the Individuals with Disabilities Education Act (IDEA).
